Highway & Expressway Signs
Overhead gantry panels read at a wide observation angle — the case for Type VIII / Type XI, not Type IV.
Overhead geometry needs angularity, not just peak brightness. A gantry panel is seen from far below and far away, so the light returns across a much wider observation angle than the 0.2° a catalogue number is quoted at.
On a 4 m × 6 m gantry, NVR-8000 (Type VIII) frequently outperforms NVR-11000 (Type XI): the Type XI figure is higher at the reference geometry, but Type VIII is the grade specified for wide-angle performance. If the tender names Diamond Grade, quote NVR-11000 and attach the SGS report.
Both models are tested to ASTM D4956 by SGS, and the report number and issue date sit on the product page rather than behind a form. Send the panel size and the acceptance standard and we will confirm which of the two the geometry actually calls for.

Work Zone Drums & Barricades
Work zone devices are read at close range and low angle — Type IV is the volume answer.
Delineation & Guideposts
A delineator is a small target repeated at speed — Type II is enough and lasts seven years.
Tunnels & Underpasses
Tunnel signage is lit by headlights against a dark surround — Type XI plus a passive photoluminescent fallback.
