FMVSS 108 is the US lighting and conspicuity rule — DOT-C2 is the conspicuity tape it describes. The requirement is a pattern, not a brightness claim: two-inch alternating red and white, minimum 250 RA, applied to the surfaces the rule names.
It is self-certified in the United States. There is no DOT certificate — which is why some suppliers claim one, and why an inspector measures the tape on the trailer rather than reading a document.
NVR-C2 is marked DOT-C2 on the liner so the installer can demonstrate what went on the vehicle. Our SGS report (2025-02) covers the photometric clauses — the pattern compliance is visible on the roll.
